HSE software is a broad category covering everything from a shared folder with a naming convention to an enterprise platform with a six-figure implementation. The useful question is not which is best but what the software has to do before it is better than what you have now. It has to hold records, not documents
A document is a file; a record is a file with an author, a date, a version and a place in a structure. It has to carry the review date on the record

Software earns its cost the first time it shows you eight assessments due this month that you would otherwise have found late. If the tool you are looking at cannot show you what falls due next without you building a report, it does not do the one thing the category exists for.
It has to close the loop from incident back to assessment
An incident that changes nothing is an incident you will have again. The chain is: incident recorded, investigated, action assigned with an owner and a date, action closed, and the relevant assessment reviewed. Most products implement the first three steps well and stop before the last one, which is where the value is. Ask any vendor to show you that specific path on their own demo data.
It has to let the file leave
Your safety file is evidence, and evidence you cannot get out of a system is evidence you have lent to a supplier. Ask for the export before you buy: the whole record set, in a readable format, on demand and without a support ticket. A vendor with a clean answer has thought about the end of the relationship, which is a good sign about the rest of it. Compliance software is the same product judged against the same four tests, whatever the label on the tab says.
